Human resources and payroll manager

Reporting to Management, you are the first person dedicated to human resources at VBMS Tunisia: you build the function for our Tunis teams — accounting, software development, marketing and contact centre — and ensure payroll is accurate and paid on time.

Responsibilities

  • Prepare and check monthly payroll (variable items, bonuses, absences, 13th-month payment), and issue payslips and salary transfer orders
  • Produce social security and tax filings: CNSS, withholding tax, employer's return
  • Maintain leave balances, prepare final settlements, liaise with the accounting firm and respond to audits
  • Draft employment contracts, amendments and certificates, and maintain staff files and statutory registers
  • Manage hiring and departure formalities, including CNSS registration, and track work permits and residence permits of foreign employees
  • Monitor probation periods, attendance, leave and occupational health
  • Post job offers, shortlist applications, run interviews and prepare new hires' arrival: workstation, access, onboarding path
  • Support headcount growth, including high-volume hiring for the contact centre
  • Build and monitor schedules for teams working 7-day rotations, and check night, weekend and public-holiday hours and how they are processed in payroll
  • Ensure compliance with the Tunisian Labour Code and the rules specific to the fully export-oriented regime
  • Draft and maintain the internal regulations and HR policies
  • Advise team leaders on discipline, appraisal and training
  • Provide Management with HR indicators: headcount, payroll cost, absenteeism, staff turnover

Profile

  • University degree in human resources, management, employment law or accounting
  • At least five years' experience in generalist HR, including full payroll production in Tunisia
  • Command of the Tunisian Labour Code, CNSS filings and payroll taxation
  • Experience with payroll software and a very good level in Excel
  • Fluent French and Arabic, spoken and written
  • Absolute discretion, rigour and autonomy

  • Experience in a fully export-oriented company or a subsidiary of a foreign group
  • Experience in a contact centre or shift-based work
  • Experience with work-permit files for foreign employees
